The present system provides large lump sums aligned to annual cycles. Performance for public managers becomes about getting the most budget: a perverse incentive. Build in contestability of funding, increase periodicity of funding and decrease size of funding. Better portfolio management techniques exist and are within reach. This is all about taking deadweight cost out of the system and redeploying elsewhere
