Split banks into full reserve retail banks and other institutions (without any implicit government guarantee). Legislate the maximum profit of a retail bank. (a populist measure that might not be practical). Legislate the maximum size of a bank by some measure.

      this is so important. Banks in the business of speculative instruments should mot e able to call themselves savings banks. their net risk is higher than shares in conservative companies. A forced split or name change is important. It needs to be clear to d people as to net risk to their savings
