Keep age the same, but increase excise tax
It's anecdotal, but there are more problems in the US (drinking age 21) than in Canada (18-19) or Europe (16-18). I would prefer to work on changing our culture towards safe drinking practices, rather than increasing limitations. I agree with increasing excise tax and using the revenue to reduce harm.

Home drinking seems to be the problem with the young; they tank up on cheap supermarket booze before going out for the night because club/pub prices are high. Make drinking out a similar cost to drinking at home and then the Licensees can take (some) responsibility. -
