      @robert Murray – if that 15% payroll surcharge could go to a training provider of their choice then that’s quite interesting. But it still smacks of a failure of focus or misallocated resources in our education system.

      Maybe companies could be encouraged (taxed) to train people in those skills. For every foreign employee employed a 15% annual payroll surcharge?

      It’d be great to hire locals in areas like IT but there simply isn’t enough. Quotas will negatively impact our ability to grow the economy in smart directions. IT is one of those directions. A better policy would be to introduce IT education starting in primary school…

      In the IT industry i see foreigners brought in on a visa because its easier to get extra hours fir free or discourage them from claimimg expenses because they dont know they rights and or are beholden to the compny for their visa support. this happens even when there is a local available. and when a local can be trained. Although ostensibly the petson is on the same wage the foreigner is cheaper as they can be bullied into additional hours and into not claiming expenses.
