Already paying this proposed tax
What you're proposing is basically the same as rates. We pay rates to live in our property, which is a tax that renters are not paying directly. So its already a level playing field. Apparently I'm in the 20% of people who can afford to pay an extra tax. Well I'm living on $1,000 a month with no income. Even reducing my tax rate to zero isn't going to give me the extra cash to pay the tax. So fair seems to be a relative term.
