Establish Independent Body to Review Public Sector Approaches to Measurement
Much of the public sector works to measures that stem from Victorian-era approaches to metrics. The analytics revolution, improvements in decision science and the growth of information has led to significant improvements in how to measure activity. What is measured is managed and funding follows measurement. This is something that goes to the heart of what ToP is seeking to do. For as long as all agencies have is derivatives of ROI, managers will remain working to new public management paradigm.
