What about the fact that the coral reef is in danger and is dying? According to research apparently corals and ocean plant life produce 3 times as much oxygen in comparison to plant life on land. Furthermore research also suggests that because the Ocean stores and filters most of the heat, carbon and toxicity from the air, all the corals could be gone within the next decade. I recommend viewing a documentary, "Chasing Coral" and examining the research behind it and seriously consider a more drastic approach such as being Carbon neutral by 2025, Ocean farming, fertilising the Ocean and working with Australia in order to save the Great Barrier Reef. Otherwise we would lose something the size of the Amazon Rain Forest that cleans the air and feeds us. I would examine the research. NZ needs to get ahead and be an example to the rest of the world in order to save our clean and green brand.
