Consistency of direction through successive governments
The constitution should include a clause saying that the primary role of government is to improve the lot of the population. It should state that a government's role is to improve the mean "quality of life" of the citizens. Progress towards this goal should be measured and required to be declared annually in an opening statement in the Budget speech.

I think you’ve picked one of the hardest things here. Every political party will say they are going to improve the lot of the people.
And every government will tweak the measurements to make their efforts look better than they really are.
Getting agreement on what the measures should be will be another bun-fight. For example do you measure the Unemployment percentage or the In-work percentage?
Sorry if i sound negative, but, well, politicians … -
