As long as people have been paying their taxes they have been paying for their retirement & health care.

Baby Boomers are like any other age group. They are diverse and some have done well and some haven’t. I think what you are after is making sure that wealth doesn’t unfairly pool in this group. I’d recommend looking at the specific anomalies (dealing with the investment treatment of properties, etc). I strongly oppose anything that targets a group based on age.
